shall consist of five (5) members who shall keep itself advised of any proposed legislation that affects the welfare of the members or their vested interest in the territory and make such recommendations as it deems proper at any regular or special meeting. No power to act is vested in this committee except as may be directed by the membership at any meeting as the exigencies of the occasion warrant.
